It wasn't showing up under the new add-ons in the Store on the PS4 itself, but now it is! For anyone else that had my issue, go into the PS Store on the PS4, go to Add-ons, go to New, choose See All, and scroll ALL the way down past all of the Senran Kagura stuff to find it.

And technically I have one more purchase in my 'Purchased' tab, so it IS purchased, but it won't show up as a standalone game it says there's two add-ons for Rebirth, but it won't let me download anything from there, and only Afterbirth shows up in the Store on the PS4.ĮDIT: I even deleted Rebirth in the hopes that it would allow me to choose the DLCs to download with it, like some games do, and nope. He's asleep upstairs, so I can't switch it back until tomorrow.

I bought it via the PlayStation Store, but I can't download it to my PS4.
